WeGO Advisors

The Panel of WeGO Advisors is composed of experts who are personally committed to WeGO's mission and serve as a valuable and reliable resource to WeGO's role as a knowledge and capacity builder in e-Government and ICT-related fields. They advise WeGO on how to facilitate and enhance its programs and activities to further benefit WeGO members. The WeGO Advisors were selected by the Secretariat in consultation with the President City and reflects a balanced representation of the academia, civil society, and the government.


Mr. Renato De Castro

Mr. Renato de Castro is a Senior Consultant and Executive Director at Baumann group and is responsible for the offices in Asia and Europe. Mr. De Castro is also a Doctor of Business Administration candidate at Maastricht School of Management, MSM, with doctoral research area focused on the importance of leadership and cultural diversity for the development of Smart Cities.  Mr. De Castro plays an active role as an official consultant for several local governments and governmental entities in Latin American markets, developing the concepts of e-governance for Smart Cities. 

Mr. De Castro has a Master's degree in Global Management issued by Hochschule Bremen – Germany. He is Brazilian but has been living abroad since 2006,  7 years of which in China and the last 2 years in Italy, where he is currently based. He fluently speaks Portuguese, English, Spanish, and Italian languages.


Mr. Ki-Young Lee

Mr. Lee is an Executive Principal Researcher at National Information Society Agency (NIA), where he has been working since 2004. As a distinguished researcher, he has, among other things, managed open source-based cloud platform software development R&D projects, elaborated the Online Project Proposals Evaluation System, as well as developed the overall "u-City" strategy in Seoul.

Mr. Lee received his M.A. in International Business and B.S. in Electronics Engineering from Kyunghee University and is currently a Ph.D. Candidate of Management of Technology at Yonsei University.  He speaks fluent Korean, English, and Japanese.


Mr. Hak-jin "Frederick" Lim

Mr. Lim is the COO of Gurum Company, a leading mobile entertainment platforms development company. Prior to his current position, Mr. Lim, as Manager of the Strategic Planning Department of Hyundai U&I, was heavily involved in the Hyundai Group’s investments in IT-related services. Mr. Lim also has a strong track record of assisting both national and local governments worldwide develop e-Government policy and services and has been actively engaged in WeGO's activities by conducting feasibility studies with WeGO member cities and developing the City e-Government Diagnostic and Solution (CeDS) Toolkit, a joint project between the World Bank and WeGO.

Mr. Lim obtained his M.B.A and B.A. in Business Management and South Slavic Studies from Hankuk University of Foreign Studies. He fluently speaks Korean, English, and South Slavic languages.


Mr. Burt Lum

Burt Lum is Executive Director of Hawaii Open Data, a non-profit dedicated to advancing the principles of open knowledge in Hawaii, including policy work and community collaborations. He has more than 30 years in Hawaii's technology and communications sector, is an Instructor at University of Hawaii in the Information & Computer Science Dept. teaching Intro to Social Media and an Instructor at the National Disaster Preparedness Training Center.

At the City and County of Honolulu, he was the City's Community Manager for their Open Data - Citizen Engagement Initiative. Past engagements include founding member of the Innovation Center at HMSA, Senior Product Manager at Hawaiian Telcom, CEO/President of Hawaii data center startup NetEnterprise and work at the Maui High Performance Computing Center.

His online activities include social media, community building and citizen journalism. Burt was a technology columnist for the Honolulu Advertiser and currently produces and co-hosts a weekly science and technology show for the past 7 years on Hawaii Public Radio (NPR Affiliate) called Bytemarks Cafe. For the last 8 years he as also planned and coordinated an annual grassroots technology event called the Unconferenz.

Dr. Marc Wolfram

Dr. Marc Wolfram is an Associate Professor at the Urban Sustainability Transitions Lab of the Department of Urban Planning and Engineering of Yonsei University, whose research fields include urban sustainability and resilience, systemic change and transition theory, as well as environmental policy and management. He has widely contributed to the academic world through a large number of lectures, journal articles, and books published in different languages. Dr. Wolfram also acts as an Evaluator of research project proposals for the European Commission in various ICT-related fields.

Dr. Wolfram holds a Doctoral Degree in Urban and Regional Planning from the University of Stuttgart in Germany. He is fluent in German, English, French, Spanish, as well as proficient in Dutch and Catalan.
